From the Swiss Gemological Institute, the SSEF Blue Diamond Tester can be used to determine whether or not a brown diamond can be transformed by HPHT treatment into a blue diamond.
In addition, when testing a Blue diamond, it will separate the Type II boron-blue diamond from "color-coated" diamonds or the very rare natural hydrogen type diamond (which is a Type I). If it is not electrically conductive, the blue diamond is a natural (not synthetic) hydrogen-blue diamond, or a coated diamond. A simple carbide scriber will separate the two. If it is electrically conductive, simply testing it with a standard long-wave/short-wave UV lamp will determine if it is natural or synthetic blue.
